The premise
A qualification belongs to the reasoning, not to decorative fine print. We make the reasoning visible. A considered editorial note should show how a source leads to a limited conclusion, including the alternative explanation that has not been ruled out.
Test the inference
A strong conclusion can survive in a headline after its conditions disappear. Write out the supported premise and the conclusion separately. Ask whether another explanation is still possible and whether the wording goes beyond the source. The resulting note may be narrower than the original headline, which is a useful editorial result rather than a failure.
Frame a limited conclusion
Rewrite the conclusion so that the condition remains visible. Keep the question, the source reference and the remaining limitation together so that a later reader can reconstruct the reasoning.
